: I have been renting a home for four years. The carpet in the family was heavily damaged by the previous tenants and is more than 20 years old. I have asked my Landlord to replace the carpet. He is stalling. Am I out of line asking to have the carpet replaced, especially if we are willing to sign another long term lease?

I would not think you are out of line asking for new carpet, especially since it's 20 years old!!!
Sometimes you have to stay on their cases, they all stall as long as possible! I say thi from experience.
